An owner without $$ to spend is no different than a player who can't catch passes.

The salary cap was supposed to help small market teams and equalize the playing field ?
    It was defeated !
    But not rendered useless.
The league has been fighting off King James for ~9 years. He stopped the Kobe/Laker/Boston/NYKjoke/ league.
    OKC/SAS/DallM are still relevent.
    Riles/Riles/Riles !

What if Nash plays until age 45, Kobe/Wade for a few more years and all we see in the Finals for the next 5 years is LA/Miami
