I'd rather hear him say something like: "Some of the players that we've added over the last few years haven't produced to the level that they're capable of. We believe that they're better than what they've shown and we expect more. If we're going to turn this thing around as a team, it's going to be a two step process: We first must improve from within. Once we've done that, we'll be able to provide resources to go through external channels and add additional help. As a casual internet fan, I don't like being lied to.
